Separate the ability for users to self register and reset their password
Currently, the functionality for users to do self register themselves access to the application and the ability to reset their password is married together.
These 2 functions should separated.
We don’t want users self registration to the application, but we do want users to able to self reset their password
This would alleviate administrator burden for resending user credentials if the user forget their password.

Currently the password reset module is integrated with register new user account module. Enable one option will allow user to be able to see both the modules.
We want users to be able to reset their password yet we do not want anyone to be able to create a new user account. The current register new user account is free for all and not subject to any approval or control thus we disable it. Anyone can register a user account with any domain which we do not want in our organistation.
