    This request is to decouple the configuration for users/admins to be allowed to book on behalf of someone else, from the external bookings.

    EG I want to restrict non-admin users from booking on behalf of other internal users, because our environment is private and all user information is hidden BUT I still want my users to be able book spaces for external users.
